What is it? under federal sentencing guidelines, a person who (1) is at least 18 years old at the time of the most recent offense; (2) is convicted of a felony that is either a crime of violence or a controlled substance offense; (3) has at least two prior felony convictions of either a crime of violence or a controlled substance offense.
